Basic Conditions
Luzhou is the municipality of Sichuan Province, located in the southeast of Sichuan Province, the joint region of Sichuan, Yunnan, Guizhou and Chongqing. The geographical coordinates of Luzhou are North Latitude 27°39′~29°20′and East Longitude 105°08′41″~106°28′, with the west - east width of 121.64km, the north-south length of 181.84km, the total area of 12236.2km2, and the distance to the provincial capital Chengdu of 267km. Luzhou is adjacent to Chongqing, Guizhou on the east side; is adjacent to Guizhou, Yunnan on the south side; is adjacent to Yibin, Zigong on the west side; and is adjacent to Chongqing, Neijiang on the north side. Jiangyang district, Naxi district, Longmatan district, Luxian County, Hejiang County, Xuyong County, Gulin County, with total 36 townships, 92 towns, and 14 subdistrict offices, are under the jurisdiction of Luzhou City. Among the 36 townships, there are 8 minority townships, 6 Miao nationality townships and 2 Yi nationality townships. There are total 265 commorganizationies and 1346 administrative villages under the jurisdiction of Luzhou City.
Luzhou is situated in the transitional zone between the southern margin of Sichuan basin and the Yunnan Guizhou Plateau, where the northern terrain is low while the south is relatively high. The Northern Luzhou is river valley, low hills, and large pieces of flatlands, where is a land of fish and rice. The southern Luzhou connects the Yunnan-Guizhou Plateau, which is the north end of Loushan Mountain, where the hills are low, the rivers are deep, the valleys are sharp, and the forest mineral resources are aboundant, with altitude of 240 meters to 520 meters. In Hejiang County, the surface of Yangtze River is 203m above the sea level, which is the lowest point of the whole Luzhou City. In Xuyong County, the peak of Liangzi Mountain is 1902m above the sea level, which is the highest point of the whole Luzhou City. Luzhou has a warm weather and four distinctive seasons. Northern Luzhou is subtropical monsoon humid climate, while the southern Luzhou is mountain areas where the climate is seperated to mid subtropical climate, north subtropical climate, south temperate climate, and north temperate climate, which has the characteristics of stereoscopic climate in mountain area . In Luzhou, the annually average temperature is 17.1℃~18.5℃, the annually average rainfall is 748.4mm~1184.2mm, the annually average sunshine is 1200 hours to 1400 hours, and the frost-free period is 300days~358days. Luzhou has rich land and populous products. Luzhou has the southern Yangtze River features, such as prosperous spring, colourful summer, fruitful autumn, and beautiful winter. The Yangtze River flows across Luzhou from west to East, and interchanges with the Tuojiang River, Yongning River, Chishui River, Laixi River, and Longxi River. Within the Luzhou territory, the Yangtze River channel is 136 kilometers, with incoming water of 242 billion 80 million cubic meters and outbound water of 269 billion 100 million cubic meters. In the last 60 years, the peak flood level of the Yangtze River was 19.62m.
Historical Evolution: Luzhou is a famous historical and cultural city in China, which has a long history. In Xia and Shang Dynasty, Luzhou was in the territory of Liang municipality. In Zhou Dynasty, Luzhou was under the jurisdiction of Ba Country. In the spring of the year of 316 BC, Emperor Qin Huiwen ordered Zhang Yi and Sima cuo eliminated Ba and Shu, and set Bajun in the same year which governed large tracts of land, including Jiangyang County. In the Western Han Dynasty, in the Emporor Jing sixth year (151 BC), Sujia was ordered Jiangyang marquees, and Jiangyang County was set in the interchange place of the Yangtze River and the Tuojiang River (now Luzhou City Jiangyang district). Jianyuan Emperor sixth year (135 BC), the minority nationalities in Southwest China was developed, and Qianwei County was set to govern Jiangyang county. In the Eastern Han Dynasty Emperor Xian Jian'an eighteenth year (213 AD), the Jiangyang County was set. During the years of Emperor Wu Xiao of Liang Dynasty (535 - 546 years), Luzhou was established. Suiyang Emperor Jianye third year (607 AD), Luzhou was renamed Luchuan. The first year of the Tang Emperor Wude (618 AD) Luchuan was renamed Luzhou again. In the Northern Song Dynasty, Luchuan military governor was set. In the Song Dynasty and the beginning of Yuan Dynasty, Mongolia invaded Sichuan, the city of Luzhou moved to Rongshan, Jiang'an, Anleshan, and finally built the city on the Shenbiya in Hejiang, sticking to against the war for 35 years. In the Yuan Dynasty, Lu Chuan County was cancelled and merged into Luzhou, which governed Jiang'an County, Hejiang County, and Naxi County, and was under jurisdiction of Chongqing. In the year of 1373, Hongwu sixth year of the Ming Dynasty, Luzhou was governed by Sichuan Executive Secretariat. In the year of 1376, Hongwu ninth year of the Ming Dynasty, Luzhou was gverned by Sichuan dasan be selgiyere hafan and governed Jiang'an County, Naxi County, and Hejiang County. Inthe year of 1802, Jiaqing seventh year of the Qing Dynasty, Luzhou was governed by the Southern Sichuan Yongning governor. In the beginning of the Republic of China, Luzhou was renamed Luxian County, and seperated from Jiang'an County, Naxi County and Hejiang County. In the year of 1935, the seventh administrative inspector was set up. In 1949, The Southern Sichuan District Committee of C.P.C was founded in Zigong. In January 1950, the Southern Sichuan District Committee moved to Luxian County and set up the People's Government of Southern Sichuan (provincial, recalled in August 1952). In July 1950, the Central People's government adjusted the zoning of Luzhou Prefecture, approved the establishment of Luxian County county and its environs, and established the city of Luzhou. In July 14, 1960, the State Council approved the cancellation of the Luzhou Prefecture, under the jurisdiction of the city and county under the jurisdiction of Yibin. In March 3, 1983, the State Council approved the change of Luzhou municipality into a provincial city.

City flower&City tree: on 10th October 1986, the Twenty-first meeting of the Standing Committee of the first people's Congress confirmed that the city flower was Osmanthus flower, and the city tree was Longan tree.

Luzhou has more than 2000 years history, since it has been set up in West Han Dynasty. Luzhou has always been the political, economic, military and cultural center of southern Sichuan, and has the name of "Southwest conference". After many years’ development, Luzhou has distinctive urban features such as “rivers, mountains, wines, ports”.
Luzhou is a "river city". The main city is surrounded by the Yangtze River and the Tuojiang River, which is called "rivers are in the city , Rivers merge with the city ". Luzhou is a "port city". Luzhou Port is one of the 28 main ports in China, the first container terminal in upstream of the Yangtze River where railway can directly reaches the yard, the ninth largest port of Yangtze River, and also the second largest port in the upstream of the Yangtze River after Chongqing Port. Luzhou port has opened Luzhou to Wuhan to Taiwan, Luzhou to Nanjing to South Korea two near-sea routes. Containers of 20 world-class shipping companies, such as Luzhou to Shanghai commocial automobile rolling ship, Denmark Maersk, CMA-CGM .etc are transported to Luzhou Port for transition. Luzhou port is one of the first designated grain import ports in China, and bonded logistics center (B) will be completed and put into operation.
